The total investment of 5 major projects is 35.8 billion yuan. The five projects signed this time are a concentrated display of the city's investment promotion results. The investment amount of each project is more than 2 billion yuan. The projects include the Green Petrochemical Technology Innovation Center project, Zhejiang Petrochemical High-density Polyethylene project, and Xin Ao LNG Receiving and Filling Station Phase III project, etc., covering oil storage and transportation, petrochemicals, clean energy, and LNG comprehensive utilization.

Xu Renbiao congratulated the signing of the project. He pointed out that the purpose of holding a centralized signing ceremony for major projects is to quickly implement the decision-making arrangements of the provincial party committee and the provincial government and the spirit of the municipal party committee plenary session, to sound the rallying cry for major development and major projects, and to accelerate the formation of a strong atmosphere of "everything revolves around projects and everything focuses on projects". All localities and departments should do a good job in the early planning of projects, focusing on the four major directions of national strategy, nine major industrial chains, infrastructure construction, and people's livelihood shortcomings, and relying on the city's resource endowment, continue to plan a batch of projects in depth. It is necessary to accelerate the construction of major projects, implement the service mechanism of "one project, one leader, one special team, one plan, and one grasp to the end", and ensure that the construction of major new projects this year is started and completed as scheduled. For the signed projects this time, it is necessary to set up a special team as soon as possible, led by the municipal leaders, and the relevant departments at the project settlement place and municipal level as the responsible entities, take the initiative to communicate with enterprises, strengthen overall coordination, and effectively form a joint force to accelerate the early completion and production of the project.

The green petrochemical technology innovation center signed this time will focus on research and development in the fields of carbon capture and utilization, high-end petrochemical new materials, etc. In the next five years, Zhejiang Petrochemical will strive to create a national-level technology innovation center, create an efficient and collaborative innovation ecosystem, further expand the petrochemical sector, carefully layout the new materials field, continuously improve the level of safety and environmental protection, and actively create a green demonstration enterprise.

Zhejiang Petrochemical High-density Polyethylene Project Environmental Impact Report Approval

In addition, on December 29, 2021, the Daishan Branch of the Zhoushan Municipal Ecological Environment Bureau issued an announcement of the approval decision for the environmental impact report of the new high-density polyethylene and other chemical equipment projects of Zhejiang Petrochemical Co., Ltd., and made a reply: On the premise that the project complies with industrial policies and the site selection complies with regional land use and other relevant plans, the conclusions of the environmental impact assessment report are agreed in principle.

Construction scale and product solutions

At present, the first phase of the 20 million tons/year refining and chemical integration project has been fully put into production, and some units of the second phase of the 20 million tons/year refining and chemical integration project have met the conditions for commencement and are gradually being put into commissioning. According to the approval requirements of the Provincial Development and Reform Commission, the second phase of the project has been optimized. In combination with the market situation, this project has determined to add 4 sets of chemical units, including 100,000/30,000 tons/year styrene/ethylbenzene extraction units, 400,000/250,000 tons/year phenol acetone units, 800,000 tons/year ethylene glycol units, and 350,000 tons/year high-density polyethylene (HDPE) units. The main products of this project include ethylene glycol, diethylene glycol, triethylene glycol, HDPE, phenol, acetone, styrene, ethylbenzene, mixed xylenes and C9+. General layout

The production units of this project are planned and reasonably laid out with the units and facilities of the 40 million tons/year refining and chemical integration project of Zhejiang Petrochemical. The styrene/ethylbenzene extraction unit is arranged in the second phase butadiene extraction unit and the cracking gasoline hydrogenation unit, and the ethylene glycol unit is arranged on the east side. The high-density polyethylene (HDPE) unit is arranged near the product warehouse area in the south, and the high-density polyethylene product warehouse area is arranged next to Binhai South Road. The phenol acetone unit is arranged in the middle of the production area. The elevation of the plot is set at 7.8m, and the center of the road is 7.3m.

The vertical engineering of this project is unified with the vertical engineering of the 40 million tons/year refining and chemical integration project. It relies on the land reclamation project of Zhoushan Green Petrochemical Base. The land reclamation project is mainly responsible for by the local government. According to the land handover standard, the elevation of the reclamation area of ​​the project land is 4.8m (85 Yellow Sea elevation), and the opening area is 4.0 meters (85 Yellow Sea elevation). The site adopts a flat slope layout. Since the site is at the same elevation, in order to drain the rainwater smoothly, each area adopts a block arch layout according to the production characteristics. The rainwater slopes to the road and enters the base rainwater drainage system after being collected by rainwater pipes or drainage ditches. The roads, walls, gates and greening of the entire plant are based on the 40 million tons/year refining and chemical integration project.
